     Shortly after: we hear that Surrey have appealed.  -   No, not really, but they have asked the Controller to make it clear they did not claim this penalty and wouldn't have.
     That ought to have been made clear. Not that the Controller had much option about imposing the penalty. You have penalties, you impose them. Consistently.

1 Bd 6. Mike Conroy is ungraded, so needs the Controller's clearance. Did he have it? Hard to tell. The Controller's list in the bottom half of http://www.englishchess.org.uk/competitions-plp/county-championships-2/ does not include him as we write (13.5.14), but it is dated 22.4.14 with a note that the Controller "will try to update this once per week". It doesn't affect the match result in this case. It might have.
     Note 25.5.14. Score revised from 9-7 to 9½-5½. Presumably (but we can't be sure) this answers the question we asked twelve days ago.

1 bd 13: note 18.5.14. William Clark is ungraded, so needs the Controller's clearance. Did he have it? Hard to tell. We made this remark the other day about Mike Conroy in the U180 QF (see above), and we now have to make it again. Neither he nor William Clark appears in the Controller's list of cleared players. But the list was three weeks old then and has not been updated since, so we're in the dark. It affects the match result this time.
     Note 19.5.14. The Controller's list is still dated 22.4.14, but new names have been added since yesterday and William Clark's is one of them (with supplied grade 152). The date of clearance is not given, but one must suppose it was before the match he played in. Mike Conroy remains unlisted.

* bd 2. Result in dispute, according to the ECF website. It gives no details, and enquiries elsewhere have not borne fruit. We don't even know who's claiming what, unfortunately.
     Later same day (17.5.14): we now have some details from the Essex captain. Very briefly, Essex maintain that the Staffs player either picked up, or touched with the evident intention of moving, one piece; then moved another. Staffs maintain that he brushed against the first by accident. (Moving it would have lost at once.) The Controller, after consultation, has ruled that there is insufficient evidence of malpractice, and voided the game. Essex have until tomorrow to appeal to the Home Director should they decide to do so.
     Later (20.5.14): Essex appealed, but not on this point. Their complaint had another part which we had missed. The Staffs boards 7 and 10 played in breach of the 10-point rule if you use August grades (not published in our original version) as the rules prescribe. The Controller rejected this complaint on grounds which were, perhaps, debatable. The Home Director has rejected the appeal on the different ground that match captains have blanket permission to use January grades for 10-point purposes. (The rules allow such permission, and it is printed on the official result sheet if you're using it.) Final result Staffs 6 5 Essex.

NOTES on the draw
A correspondent writes 26.2.14: "I gather the draw is changing for the Minor, to swap G Man into the prelim rather than E2." And change it should, because the rules require 3rd nominees to play in the Prelim if there is one. Our correspondent does not name his source, and we'll actually believe in the correction when the ECF publish it. (Your Webmaster, not one to stir things, had been keeping quiet about the illegality and is rather pleased someone else hasn't.)
     Note 27.2.14. The ECF have published it, and we have followed suit. (They have changed it on the quiet. You come here for the lowdown.) People are now complaining that all three MCCU nominees are in the same half of the draw, but offhand that isn't against the rules.
     Note 2.4.14. We weren't going to mention it, but what the hell. Has it struck you that every single one of the teams with a quarter-final bye is at home in the semi-final? There are seven of them. Well, it could happen by accident. Or it could be an unintended, and surely incorrect, quirk in the draw methodology. Take your pick.
     We except Warwickshire's unexpected bye in the U180, which only happened a few days ago and formed no part of the original draw.



NOTES on Controller's adjustments
25.5.14. The Controller made a number of adjustments to the scores two days ago, reflecting penalties for ineligibility. These affect the Open, U180 and U120. We've added notes under the matches concerned. The Controller gives little detail, but we think it is always a question of ungraded players not cleared in advance. In the U180 we fancy it was a question we had already asked. In the Open we might have if we'd bothered, and in the U120 we think it is a point we'd missed. In no case are we actually told which player was ineligible, or how. We've ventured our own suggestions. The team captains will have been told, but was there a reason Joe Public couldn't be? Later: He has been now.

     Adjustments not made
There are two other cases, in the U160 and U100, where we were more or less expecting penalties and there are none. Again, there are notes under the matches. In one case it affects the match result.

For completeness: there is another adjustment not mentioned on the ECF site, where U120 Staffs v Essex is marked "Board 2 is still under dispute" and has been so marked since it appeared. The dispute is resolved. Our account of the matter, while purposely brief, is not invented. (U140 Kent v Staffs isn't either, but that's maybe off topic.) Later: these omissions are made good.

     Adjustments not made (update 30.5.14)
There are developments in the U160 and U100 matches mentioned above, and we have added to the notes below them. Two of the players in question have now appeared in the Cleared list (though long after their matches were played). The third has not appeared, and there is still no penalty, and the match still depends on it. Perhaps he'll appear tomorrow.
     Note 7.6.14. He didn't, and yesterday's update is innocent of him. We're tired of this game. Let us know if you happen to find out the answer.
